Scammer closed my eBay case with fake tracking number

I bought an item off eBay and the seller made a false tracking number where a package gets sent somewhere else. I tried to open a case that I did not receive the item. The seller only ever sent messages that were repeating and sounded corporate: "We're sorry you didn't receive your item and will contact the carrier to resolve this, etc." After calling twice, I was told to wait for a specific day to ask eBay to step in. When the day came and I was going to ask eBay to look into the matter, I saw the case was already closed because the scammer closed it by claiming that I received the item by providing that tracking number, and now I can't call them and talk to a live agent and I won't be getting a refund. Edit: To add to this, when I input the tracking number with the carrier, UPS, they tell me it's an "Amazon package" which the scammer used as a tracking number for eBay to make it seem legit, and therefore they cannot help me and they keep directing me to Amazon, which is impossible to do with an order that was never placed by me on my Amazon account and no way to track/get support for the item on their end. I don't know if anybody else experienced something similar, but feel free to share similar dealings with scammers on eBay if you have. This seems to be the scamming method used by this scammer, who had a tracking number they got off Amazon and input that same number into eBay in order to make it harder for me to dispute with the carrier. Update: Since both eBay and the carrier can't/won't do anything for me, I have since contacted my bank for a chargeback and they are now investigating, so I will post an update when I have one if this gets resolved once and for all. Final update: I guess after contacting my bank to investigate on my behalf, eBay went into panic mode and contacted me via email and gave me a refund form to sign. After printing the form and signing it, then posting proof of the needed signed form, I then received a response stating a refund has been issued and my case is finally resolved! Now when I check my purchases, the listing says refunded and the seller seems to have had their account removed from what I can see.
