Ring never delivered after 5-month production wait

I purchased a ring from them in June 2025. Their production time is listed as 5+ months on their website - conveniently just enough time to exceed PayPal's 180-day dispute limit. This also exceeds my bank's 90-day dispute limit. I waited until February and now I am out of hundreds of dollars. They have not responded to my many emails, social media comments, or messages. I plan to report them to the Internet Crime Complaint Center. Any and all advice welcome. Thank you. (They are a US company and I am Canadian - how would I go about filing for small claims?)
