Mysterious parking citation for a car I don't drive

I received a parking citation from City of Covina (near Los Angeles, CA) with an issue date back in August 2025, logged at 2:28AM. The weird thing is that I am from NorCal and have never been in or near Covina, let alone parked in Covina. Nobody drives my car either. They got my plate right but the vehicle make is noted as Jeep when my car is a Hyundai. There's a field for VIN which is left blank. I initially thought it was a scam, but the payment site is a legit site by City of Covina, as well as the phone number. This has me concerned. I am not sure how they got my plate right but not the car. Did somebody use fake plates or is this some form of scam? Edit: Tried calling them twice but no one answered, so I left a voicemail for their callback service. Will try again next week.
