Is Western Union holding my MTCN a scam?

So I am selling a laptop to someone and they’re paying me via Western Union. They asked for next day shipping from UPS and how much it was going to cost. I went to my local UPS and they gave me the price. I then told them the exact amount. They then told me they sent the money and sent a screenshot of the transaction. They said that they paid from bank deposit and that usually doesn't make me receive the money right away. I received an email from Western Union saying that the transaction was successful. However I only received part of the full MTCN and not the whole thing in the email. In the email it says the complete 10 digit MTCN will not be released to the recipient until Western Union receives evidence of shipping from the receipt. They claim that it's standard security policy for online transactions in the email. Am I being scammed or is this normal when using Western Union. I have never used it before.
