Fake 911 Operator on Callback Scam

I got a call when I was at the movies from a 908 phone number (don't know if I can share it here), but when I called them back 20 minutes later, they answered as if they were 911 operators. I said, 'Hey, you called me earlier, what is this?' and a young guy insisted they were 911 operators. I hung up assuming it's a scam, but had my friend call the number a few hours later just to see what happens. This time an adult lady answered and said the same, '911, what's your emergency?' Is this a scam? I don't even understand what's to gain from pretending to be a 911 operator, and I doubt it's real considering 911 doesn't just shoot you a random call to chat.
