eBay seller claims returned item not received

I bought an item for £460 and ended up returning it properly through eBay using their QR code. I sent it with tracked delivery, and it now shows as DELIVERED to the seller’s address. Now the seller is saying: “I didn’t receive it”, “It’s not in my house”, “There’s no proof of delivery”, and claims it might’ve been delivered to the wrong address. He even said he’s contacting Royal Mail and eBay himself. I’ve told him multiple times that tracking shows delivered, and I’ll ask eBay to step in if I don’t get refunded by the deadline. He keeps pushing back saying “seller rights” and acting like eBay won’t make him refund. At this point I’m just waiting until the 19th so eBay can step in. Am I missing something here or is he just stalling?
