Dad scammed out of 100k then died

My dad was scammed out of 100k+ and then he died. He had 100k in credit card debt, 7 phone numbers and iPhones added to his Verizon account, his retirement was cashed out and sent through gift cards, and multiple numbers were texting his phone pretending to be a woman. He died because he couldn't afford his insulin after being scammed. The last 6 months we were pushing for a dementia diagnosis. I am devastated. What do I do? Is there any way to track these phones? I'm very certain they are from Nigeria due to a conversation I had with one of them. Has anyone been successful in pursuing this and if so, what are the first steps? Local police? FBI?
